Main Purpose Of Job

The Great Britain China Centre promotes closer UK-China relations by building trust and understanding through dialogue and forging partnerships to develop the rule of law, good governance and sustainable development. The Project Manager, based in London but travelling frequently to China, is responsible for researching, arranging and delivering or supporting projects for GBCC in line with its mission, directly supporting the Executive Director and Assistant Director. The Project Manager is a self-starter with the ability to proceed without close supervision, and to make sound judgements and decisions.

The Project Manager will work closely with a range of Chinese and UK partners, including government departments, universities and research centres and NGOs, and will collaborate with a small team working to build legal and judicial cooperation. The role requires the ability to acquire detailed knowledge of Chinese policy evolution in legal, judicial and other fields and to identify practical opportunities to align Chinese priorities with policy initiatives being taken by the UK, the EU and other international actors. The Project Manager will assist with fund-raising and sponsorship initiatives, involving bidding successfully to charitable foundations and/or international organisations such as the EU for consortium projects, and taking part in outreach activity and public relations. The Project Manger will be bilingual or adequately fluent in both Chinese and English, have excellent communications skills and proven teamworking ability.



Role

  • Project development and delivery in areas such as public policy, good governance, financial and economic reform

  • Help promote legal and judicial cooperation between China and the UK, building partnerships, developing and delivering relevant projects and raising funds

  • Assist the Executive Director and Assistant Director to manage GBCC as a non-departmental public body governed by its Board of Directors and working closely with the British and Chinese governments, external advisers and volunteers



Duties & Responsibilities

  • Working as part of a team, help identify and research new project opportunities that link Chinese and funder policy priorities, building Chinese partnerships and bidding consortia and supporting successful bids for new projects to e.g. the EU, the FCO and charitable foundations

  • Managing or supporting projects, mostly in China, to high standards of quality, exercising tight financial control, managing risks and delivering measurable results on schedule, reporting to funders and communicating outcomes

  • Jointly designing leadership development and other training programmes

  • Staying up to date with current events in China, the UK and EU, in order to identify and research new project opportunities which link Chinese and UK/EU policy priorities in the field of rule of law and human rights development

  • Fund-raising, building partnerships with university research centres, forming bidding consortia and supporting successful bids for new projects

  • Help manage GBCC’s important relationships with the Foreign and Common wealth Office, other UK government departments, Parliament and the Chinese Embassy in London

  • Develop and nurture close win-win relationships with key Chinese and UK partners, handling issues of political sensitivity with care and diplomacy

  • Working closely with the Finance Manager, prepare and manage project budgets to comply with regulations and donor and audit requirements

  • Assist in outreach, website development and PR activities, alongside the everyday running of the office and translating and interpreting as required



Essential Qualifications And Skills

  • A university degree in a relevant subject

  • Bilingual or adequate fluency in both Mandarin and English

  • Proven project management and budget management experience

  • Excellent analytical, communication and negotiation skills

  • Proven cross-cultural teamworking capability

  • Experience of working in China

  • A qualification in law or an applicable social science and/or a recognised project management qualification and/or a track record of having designed successful project bids would be desirable
