首先是口语部分:

*SWT:考了有关政府限制wineindustry展的。原文:In 1920,the eighteenth Amendment to the United States Constitution created yet anothersetback for the American wine industry. The National Prohibition Act, alsoknown as the Volstead Act, prohibited the manufacture, sale, transportation,importation, delivery, or possession of intoxicating liquors for beveragepurposes. Prohibition, which continued for thirteen years, nearly destroyedwhat had become a thriving and national industry.

Oneof the loopholes in the Volstead Act allowed for the manufacture and sale ofsacramental wine, medicinal wines for sale by pharmacists with a doctor’sprescription, and medicinal wine tonics (fortified wines) sold withoutprescription. Perhaps more important, prohibition allowed anyone to produce upto two hundred gallons yearly of fruit juice or cider. The fruit juice, whichwas sometimes made into concentrate, was ideal for making wine. People wouldbuy grape concentrate from California and have it shipped to the East Coast.The top of the container was stamped in big bold letters: caution: do not addsugar or yeast or else fermentation will take place! Some of this yield foundits way to bootleggers throughout America who did just that. But not for long,because the government stepped in and banned the sale of grape juice,preventing illegal wine production. Vineyards stopped being planted, and theAmerican wine industry came to a halt.

参考文章: Before weconsider international environmental law and climate change we need to considerdomestic legislation, as it is within the sovereign states that internationallaw is put into practice. This reflects the environmentalists' maxim, 'thinkglobally act locally'. United Kingdom legislative control over the impacts ofmans' activity on the environment is not new. As long ago as the reign ofCharles II the main concern was the production of smoke from the burning of'sea coal. Almost all areas of trade and industry were subject to very detailedlegislative controls at that time, although some were governed by 'self-regulation'in the form of guilds, who regulated both supply and methods of production. 3However, the measures implemented were mostly ineffective because then, as now,the specifying of legal duties and standards without providing any appropriateenforcement merely indicated good intentions but were of little practicaleffect. The next stage was prompted by the Industrial Revolution with theurbanisation of society and its profound effects on the environment. Localindustrialists used the Adam Smith model to maximise their economic benefit,but this was to the detriment of the local environment with the operation of'Gresham's Law' that is, the bad drives out the good. Those industrialists whowere concerned for either the health of their employees or the localenvironment faced higher costs than their competitors. The result was the needfor increasingly comprehensive statutory controls on the discharge ofpollutants into various receiving media.
