Position Details

Position Title: Trade Manager, Beijing

Classification: Locally Engaged Staff (LES)

Position Reports To: Commissioner for Victoria in Greater China

 

General Description

Reporting to the Commissioner for Victoria in Greater China, this position is responsible for developing, implementing and managing a range of economic development initiatives for businesses throughout Greater China to facilitate investment and export opportunities in relation to Professional Services. The establishment of effective business networks is key to supporting the market entry activities of Victorian companies utilising the Victorian Government Business Office (VGBO). Victorian companies are provided with assistance in planning and executing their market development activities into the Greater China market.


This position will be responsible for creating growth opportunities in the professional services sector. An extensive background in export management and development, with a proven record of achievement in trade or investment facilitation into China is important, as well as a sound knowledge of Australian trade and economic ties with China and a detailed understanding of the business and government environments in China.


This role works collaboratively with colleagues based at Head Office in Melbourne, as well as across other international offices.

 

Key Accountabilities

1. Identify and create growth and trade opportunities, particularly in the professional services sector in Greater China, including financial services, architecture and liveable city consulting.

2. Establish and maintain close working relationships with stakeholders and government officials, with the view to assist Victorian exporters to overcome hurdles involved in gaining market entry, and maintain and strengthen Victoria’s market position by developing strategic relations with business leaders in the region.

3. Develop effective business networks, including key allies such as Austrade, chambers of commerce and industry associations able to support the market entry activities of Victorian professional services companies utilising the VGBO.

4. Assist Victorian professional services companies to plan and execute their market development activities into Chinese markets through the provision of tailored market intelligence, development of business leads, provision of advice and introductions, vetting of partners, participation in trade shows, business matching, and by supporting exporters to enter markets in the region, facilitating opportunities and minimising risk.

5. Source information on China's Belt and Road Initiatives, working closely with relevant areas of Chinese Government and facilitating Victorian involvement to deliver trade and investment outcomes.

6. Implement trade related strategic policy by providing advice on current and potential trade issues and opportunities for Victoria in Greater China.

7. Provide professional advice, analysis and recommendations to key stakeholders related to investment opportunities.

8. Provide high-level briefings, advice and support to Ministers and senior management regarding economic development opportunities within the region. 

 

Key Selection Criteria

1. Extensive knowledge of and experience in the Professional Services Sectore (including finance, legal, urban development, green building technologies, engineering and architecture) with a track record in delivering market access and trade and investment outcomes. 


2. Economic Analysis: 

  • Demonstrated experience in export management and development, with extensive experience and a proven track record of trade and investment facilitation into China.

  • Comprehensive understanding of both Australian and Chinese business and government environments including key industry, economic and socio-political drivers.

  • Sound knowledge of Australian trade and economic ties with China and proven knowledge of Victoria’s international business competitive advantages


3. Client Orientation:

  • Understanding of international business protocols and experience managing relationships within complex, multicultural organisations, governments and corporations.

  • Superior interpersonal, presentation and communication skills (fluency in English and Chinese), including the ability to successfully conduct commercial/financial negotiations when representing the interests of the Government of Victoria, Australia.


4. Achieving Outcomes:

  • Outstanding record of achievement in trade facilitation between Australia and China across a variety of sectors.

  • Demonstrated ability to develop and execute trade strategies, with an appreciation of the Victorian Government’s economic strategies and policies relating to China.


5. Research and Analysis:

  • Extensive research and analytical experience, with sound conceptual and analytical skills, including the ability to conduct research, identify issues and develop appropriate solutions.

  • High level conceptual and problem solving skills with extensive networking knowledge gained through experience in dealing across a variety of sectors.

 

Desired Experience/Qualifications

The following experience and skills are highly desirable:

  • a relevant tertiary qualification from a recognised institute

  • experience in a regional business development role, particularly in China.

  • excellent understanding of the Victorian and Australian environments, in particular experience working in Australia or with Australian-based organisations.

 

Position Specific Requirements

This position has the following specific requirements:

  • to work reasonable additional hours, including evenings, weekends and occasional overnight travel, to ensure that the duties and responsibilities of the position are adequately performed.

  • to travel within China and on occasion, internationally.

  • to display high levels of integrity, governance and accountability.

  • Applicants must be a citizen of the People’s Republic of China (PRC)

  • Applicants will be subject to a probationary period.
