The New Zealand Consulate-General in Chengdu is looking for an energetic and creative person to manage its media engagement, events and visit programmes in Southwest China. The position will suit someone with excellent bilingual skills, attention to detail, and a strong network of local media and event management contacts. We are looking for an innovative self-starter, who can help us increase the Consulate’s visibility and networks in new and interesting ways.



Position Title: Policy Adviser (Public Affairs)


Post: New Zealand Consulate-General, Chengdu

Category: Locally Engaged Staff

Reports to: Deputy Consul-General


Key accountabilities

The position has the following key accountabilities:


Communications and Public Diplomacy / Outreach

  • In consultation with seconded staff, develop and implement the Post’s public communications programme to support agreed strategies and objectives for raising New Zealand’s profile and broadening the New Zealand constituency.

  • Develop and maintain contact with appropriate local government agencies, trade and business organisations, relevant research/academic institutions, media and other organisations of interest.

  • Develop and maintain contacts with counterparts in other missions and other New Zealand Government departments and agencies.

  • Draft materials for dissemination to targeted audiences to encourage positive and informed interest in and coverage of New Zealand issues.

  • Manage general enquiries and information requests about New Zealand from members of the public and other constituency groups.

  • Organise visits to the Post by public groups.

  • Assist with interpretation and translation as required.


Social Media / website

  • Manage the Post’s social media activity, including responsibility for content in consultation with manager.

  • Work closely with the Public Affairs Manager in Beijing to ensure that news and information on NZ-Southwest China relations is posted on Embassy social media and website.


Media

  • Ensure that information about New Zealand and NZ-Southwest China relations appears regularly in local traditional and online media.

  • Act as a point of contact for media enquiries and maintain existing media contacts by effectively networking and facilitating enquiries.

  • Convey background material and information to local media on New Zealand, including in conjunction with significant Post events or visits.

  • Monitor news media for reporting on topics of interest to New Zealand. Obtain and circulate relevant speeches, statements, media reports etc.

  • Draft Post press releases as required.

  • Organise Post media interviews and briefings as required, including during high-level visits.


Event Management, Visits

  • Design, organise and manage Post outreach events, working with manager and any relevant/involved NZ Government agencies to ensure quality standards are met and events support Post and NZ Inc objectives. This may involve developing guest lists, liaising with caterers, and dealing with logistics for visiting speakers etc.

  • In consultation with seconded staff, propose / develop objectives for incoming high-level visits, construct visit programmes, prepare participant and guest lists, liaise with local visit hosts and other relevant local contacts, and advise on protocols required during visits.
    Policy Support

  • Carry out basic research relevant to the other key accountabilities of the position, as required.


Organisational Responsibilities

  • Ensure all policies and procedures are adhered to.

  • Be aware of and adhere to the Health and Safety policies and procedures.

  • Contribute to Post-wide projects and emergency response situations.


Knowledge Management

  • Contribute to the continuous development of the Post’s knowledge base by using the Post’s internal systems, sharing information and data with relevant internal stakeholders.


Security

  • Be familiar with the Post Security Instructions and adhere to these at all times.


Qualifications, skills and experience

You should have the following qualifications, skills and experience:

  • Communications / media tertiary qualification

  • At least three years’ experience in a communications / public relations or news media role

  • Sound knowledge of New Zealand, its political, economic, social and cultural environment

  • Excellent representational and presentation skills, with the ability to project an appropriate New Zealand image and engage with a diverse range and level of people

  • A background in journalism/social media and/or events management

  • Developed network of local media contacts

  • Excellent written and oral communication skills in both English and Chinese

  • Competent in the Microsoft Office suite

  • Attention to detail and thoroughness in following through tasks

  • Ability to provide informal translation and interpretation

  • Ability to contribute to and work within a team

  • Ability to build and maintain effective relationships

  • Well-developed planning and organisational skills, including ability to prioritise tasks effectively and work under pressure

  • Strong customer focus, with the ability to communicate effectively with a range of people

  • Strong achievement / delivery focus – set high standards including accuracy and attention to detail

  • Ability to work both autonomously and as part of a team, demonstrating the use of sound judgement
