An international relations major is a broad field, and many institutions have their own strengths in this field.  Some house the major in one department such as political science; others may focus on interdisciplinary studies and have requirements across different departments.  Some are more quantitative while others are not.  Know what you want to do and what your strengths are. Then find which institutions offer that specialty or disciplinary approach before you apply!  You could become a diplomat, a lobbyist, an analyst, or do work in international business and law.
