加拿大时间2015年6月3日,加拿大安大略省公布了该省新推出的两种EE省提名移民项目(Ontario Express Entry),分别是:人力资源优先类别(Human Capital Priorities Stream,简称:HCPS)和讲法语的熟练技术工人类别(French-Speaking Skilled Worker Stream,简称:FSSWS)。


申请该项目的申请人,必须首先符合联邦技术移民或者加拿大经验类移民的申请条件。跟其他EE省提名项目一样,符合条件的申请人有机会被安省提名,在联邦EE系统中获得600分加分,从而取得移民邀请,获得永久居留签证。

  1. What is Express Entry?

    Express Entry is a federal application management system for applications to: the Federal Skilled Worker program, the Canadian Experience Class, the Federal Skilled Trades Program, and portions of Provincial Nominee Programs.     Ontario has two streams that can be used for Express Entry: the Human Capital Priorities Stream and the French-Speaking Skilled Worker Stream. If you wish to use Express Entry as an Ontario nominee you must have been nominated through one of these two streams.

  2. Who can apply to Express Entry?

    To qualify for Express Entry you must meet the eligibility required for at least one of three federal programs: the Federal Skilled Worker Program, the Canadian Experience Class, and the Federal Skilled Trade Worker Program.

  3. How many nominations will Ontario issue under Express Entry?

    Each year the federal government determines the number of nominations Ontario can issue. In 2015, that number is 5,200. Of these, 2,700 nominations must be used under Ontario Express Entry.

  4. How do the Ontario Express Entry streams differ from the other Opportunities Ontario streams?

    Different streams have different requirements and seek to attract different types of applicants. Please learn more about our Ontario Express Entry streams on this website to find out about their requirements and see which stream best suits you.

  5. Can I use my nomination from a non-Express Entry Stream for Express Entry?

    No. The eligibility requirements for the Express Entry streams are different from the non-Express Entry streams, and the application process also differs.

    If you wish to use Express Entry as an Ontario nominee you must have been nominated under Ontario’s Human Capital Priorities Stream, or our French-Speaking Skilled Worker Stream.

  6. I have an application in process for a non-Express Entry stream. Can I switch to an Express Entry Stream? Can I submit applications to multiple streams or programs simultaneously?

    If you have an application in process and wish to switch streams, or apply to multiply streams, you will have to submit a separate application for each stream and pay the applicable fees for each. We would advise that you consider carefully which streams are the most appropriate for you so that you avoid submitting multiple applications.

  7. What are the criteria for the Ontario Express Entry streams?

  8. Why do I have to meet federal criteria and provincial criteria?

    Express Entry is a federal system. The federal government requires that all candidates who use Express Entry meet certain minimum criteria.

  9. I don’t qualify for Express Entry. How can I get a nomination?

  10. How can employers use Express Entry?

  11. As an employer, should I go through Express Entry or Ontario’s Provincial Nominee Program?

    Ontario’s Provincial Nominee Program and Express Entry serve employers who may have different requirements or who wish to offer a job to applicants with different skills and experiences.

  12. As an employer, can I use Express Entry to fill temporary positions?

    No. Express Entry can only be used for specific permanent immigration programs.

  13. Is it necessary to hire an immigration consultant or lawyer to apply to Express Entry?

    No. Neither Express Entry nor Ontario’s Provincial Nominee Program require the hiring of an immigration consultant or lawyer.

    Please keep in mind that if you want to use an immigration consultant or lawyer, they should be registered with the Immigration Consultants of Canada Regulatory Council or licensed with the Law Society of Upper Canada.

  14. Once I receive my nomination, how will Ontario confirm my nomination so that I can get the 600 points on the Comprehensive ranking System?

    Once your application has been processed and Ontario wishes to issue you a nomination, you will be asked through your MyCIC account if you wish to accept the nomination.

    Once you accept your Express Entry profile will be automatically updated with the 600 points.

  15. Will Ontario have a job offer stream for Express Entry?

    No. Ontario’s Express Entry streams are not designed for those with jobs offers. If you have a job offer you may wish to explore Ontario’s Foreign Worker Stream or International Student with a Job Offer Stream, or the federal programs under Express Entry to see if any are appropriate for you.

  16. My language test is about to expire. Do I need to re-take it?

    It is your responsibility to make sure that your language test is valid when you submit your application for permanent residence to Citizenship and Immigration Canada. If it is not, your application will be denied.

    If you retake your language test after you have been issued a nomination certificate you are required to inform the Ministry of Citizenship, Immigration, and International Trade if your score changes. Please see the “Changes in Personal Information Section” in the application guide for more details.

  17. How can I check the status of my Ontario Express Entry application?

    After April 6th, 2015 enquiries made within 90 calendar days of the submission of the application to Opportunities Ontario: Provincial Nominee Program will not be answered. This period is the usual processing period for applications and Program resources will be concentrated on completing application evaluations.


How does the Human Capital Priorities Stream work?

You may not apply to OOPNP under the Human Capital Priorities Stream if:
• You have not received a PT Notification of Interest from Ontario through your MyCIC account:没有通过MyCIC账户接收到来自安省的意向邀请;
• You are a refugee claimant in Canada难民申请; OR

• You were not accepted into the Express Entry pool.你不接受进入快速通道人才库



How does the French-Speaking Skilled Worker Stream work?

You may not apply directly to the French-Speaking Skilled Worker Stream.
You must have received a Notification of Interest from Ontario through yourMyCIC account before you can apply to OOPNP under this stream.
