合法居留英国的欧盟人士转永居要求和申请
（不排除英国正式脱欧之后，欧盟人士转永居的要求或有改变）
符合此要求的国家：
(1) 持欧盟护照者, 欧盟国包含28个国家如下，
Austria,Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark,Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia,Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia,Slovenia, Spain, Sweden and the UK.
(2) EEA，包含国家：28个欧盟国+Iceland, Liechtenstein and Norway
(3) Switzerland，虽不属于EU和EEA，但永居等规定与EU和EEA相同
要求：
(1) 居住长度：在英国满五年以上
(2) 移民监：每12个月中离境英国不超过6个月(注意：若单次离境超过6个月，有特殊原因，移民局可酌情处理。Please see: EEA(PR) Application Form page29)
(3) 符合要求的人群：EEA人士，并能证明正在英国找工作、正在工作、自雇、自给自足（证明经济独立）、学生、或其亲属居住满五年。(a job-seeker、a worker、self-employed、a former worker who has kept your worker status、a student who is self-sufficient、self-sufficient and supporting yourselffinancially、a family member of a person in one of thesegroups)
申请：
(1) 符合以上要求，五年后即可自动拥有永居权利，不须额外作申请，但是没有永居卡
（EUnationals who have lived continuously and lawfully in the UK for at least 5years automatically have a permanent right to reside. This means that they havea right to live in the UK permanently, in accordance with EU law. 二、 要求
1.移民监：连续居住英国五年，每连续的12个月内离境时间不超过6个月
2.语言要求：
a. 18-64岁申请人需要考Life In UK
b. 18-6岁申请人需要B1以上的英语水平成绩或英国本科及以上毕业证书
3.无任何犯罪纪录
4.达到各种类要求
a. Tier 1investor
入境英国三个月内，投资200万英镑到许可机构，並不可取出
b. Tier 1Entrepreneur
i. 入境英国6个月内注册公司董事
ii. 雇佣两个新的全职员工
iii. 证明20万英镑已经注资到企业中
5.以下情况可以提早申请永居
a. Tier 1Entrepreneur (三年转永居)
i. 3年内创造10个全职工作

二、 申请表格
Tier 4
一、十年永居SET(LR)：
无单一Tier 4 转永居方案，除非在英持有学生签证超过十年，或与其他任何形式的英国签证合并，总计在英国待满十年以上，可以申请永居。
二、 学生签证的特定要求
(1) 若年龄满18，若想念本科以下学历，只允许两年内：且，若在英国念过本科两年以上，也不可以再学习本科以下课程
（You are allowed to spend no more than 2years in the UK studying below UK bachelor’s degree level since the age of 18.We cannot approve new leave for you to study below UK bachelor’s degree level,if you have already been studying below UK bachelor’s degree level for 2 years.）
(2) Degree Level 以上学历，不可多于五年，除非学习特殊课程
（The time that you can spend studyingat or above degree level is limited to five years unless:you are studying a course orapplying for leave to study a course at or above degree level in one of thefollowing subject areas: Architecture; Medicine; Dentistry; Tier 4 PolicyGuidance version 07/2016 page 28 of 93 Veterinary Medicine & Science; Musicat a music college that is a member of Conservatoires UK (CUK); or Law, wherethe applicant has completed a course at degree level in the UK and isprogressing to: a) a law conversion course validated by the Joint AcademicStage Board in England and Wales, a Masters in Legal Science (MLegSc) inNorthern Ireland, or an accelerated graduate LLB in Scotland; or b) the LegalPractice Course in England and Wales, the Solicitors Course in NorthernIreland, or a Diploma in Professional Legal Practice in Scotland; or c) the BarProfessional Training Course in England and Wales, or the Bar Course inNorthern Ireland. • you are studying or applying for leave to study for amaster’s degree at an HEI, following the successful completion of anundergraduate degree where the duration of that degree course was four or fiveacademic years. If this applies to you, the limit will be set at six years intotal instead of five. ·you are on the Doctorate ExtensionScheme. · the grant of leave is to follow acourse leading to the award of a PhD, postgraduate research qualification orResearch master’s Degree (as listed in Annex 5 of this guidance) and theapplicant is sponsored by an HEI.）
(3) 在任何情况下，研究生以及博士生学习时间总长度，不可超过8年

三、十年永居要求
(1) 连续居住英国十年，单次离境不超过6个月
(2) 十年内不离境英国超过540天
(3) 十年内保有合法签证居住在英国
(4) 语言要求：
a. 18-64岁申请人需要考Life In UK
b. 18-6岁申请人需要B1以上的英语水平成绩或英国本科及以上毕业证书
(5) 无任何犯罪纪录
