新西兰移民局11月11日下午向各持牌移民顾问发放的行业通讯显示，从11月21日起，父母类移民担保条件将从目前的5年延长至10年。
在这份通讯中，列明11月10日开始生效的移民新条款包括：
* 对投资和企业家创业类别申请人的新要求，包括以往雇佣、移民和税法方面的合规要求；
* 澄清/更正有关非奥克兰地区技术移民类别申请人的s49附件条件；
* 去除了一些含糊的条款。
列明从11月21日开始生效的移民新条款包括：
* “全球影响签证”（Global Impact Visa）的具体申办规则；
* 在移民英语考试加入多种考试选项后，对不同的考试提供方的成绩要求及相关规则；
* 提高父母类担保条件从5年到10年；
* 对立陶宛开放新的工作签证计划；
* 将南非从免签国家中划出，加入塞舌尔和毛里求斯；
* 其他更改、澄清、更新和微调。
其中，引人注目的有两个，一个是所有商业类别都引入了“fitand proper person”这个品行要求，
另外一个重点，就是“提高父母类担保条件从5年到10年”，这条在具体的条款部分是这样写的：
提高父母类担保条件至10年
F4.50 作为在父母类别下获批的居留签证条件；
Conditions of a resident visa granted under the Parent Category
F4.25 作为父母类别的担保要求；
Sponsorship Requirements for the Parent Category
Immigration instructions will be amended to extend the sponsorship period from five to ten years, for people granted residence under the Parent Category.
对于在父母类下获批居留的人，移民规则将调整延长担保期限从5年到10年。
在通讯的附件中，分别列明了上述F4.25和F4.50条款的具体内容如下：
F4.25 Sponsorship requirements for the Parent Category In order to gain residence under the Parent Category, applicants must be sponsored by an adult child (see F4.5.10) who:
a. meets the requirements to be an acceptable sponsor as set out at R4.5, including being:
i. ordinarily resident in New Zealand; and
ii. a New Zealand citizen and/or the holder of a New Zealand residence class visa for at least three years immediately preceding the date the application they wish to sponsor is made; and b. agrees to meet the undertakings set out at R4.10 for the first ten years of the applicant’s stay in New Zealand as a resident. Note: For the purposes of F4.25, a person is considered to be ‘ordinarily resident’ in New Zealand where an immigration officer is satisfied that New Zealand is their primary place of established residence.
F4.50 Conditions of a resident visa granted under the Parent Category

a. A resident visa granted under the Parent Category is subject to the condition, imposed under sections 49(1) and 55 of the Immigration Act 2009, that the sponsor of the visa holder meets their obligations as set out at R4.10 until ten years from the visa holder’s first day as a resident in New Zealand. b. The multiple entry travel conditions on a resident visa granted under the Parent Category must be valid until ten years from the visa holder’s first day as a resident in New Zealand.
对于这些密密麻麻的改变，小编本着想华人之所想急爸妈之所急的精神，采访新西兰百伦移民留学顾问公司总经理倪靖武和资深持牌顾问朱晓羽，请他们在有限的时间里，先对其中大家比较关心的做一个初步的解读：
答：按照移民局文件的意思，好像是原来移民局已经批的，还会是变成10年， 但是我们觉得这是从前没有过的这样的追溯，以前不太有批了的还按照新政策的，所以我们准备周一的时候再和移民局确认。
答：可能是前面不需要做移民监，后面两年需要坐。但这个我们也是周一向移民局要答案。
答：所有商业类移民中，不管是创业移民还是投资移民中，加多了一个品格要求。所以，凡是违反任何的法律，比如压榨雇员、不交税、逃税或者违反最低工资条例，或原来有犯罪记录，或者不诚实记录的，现在就不批了。
所以要提醒，如果创业移民付工资没有按照合同或者没有签合同，现在查到就要拒签了，原先是没有这么严的。
答：对于11月10日开始执行的投资创业类新要求，我们觉得可能影响比较大的是：有增加一条明确规定创业转款按照投资移民的标准。
现行投资移民审批已经不允许借用亲朋好友额度换汇转款，如果做大额创业需投资50万以上纽币，在提供资金证明的时候要特别注意了。
答：对留学生的影响，主要还是对在校表现和学习计划方面，英文要求还是跟上次11号政策一致，只是现在全面添加认可除了雅思以外的几种考试方法。包括whv，投资移民等的英文要求。
新政策要求学校在出录取通知书的时候注明学生对将要学习的课程有完成的能力(并且已经经过学校评估)，对将要学习的计划目的明确。
在之后续签证的时候，如果学生出现出勤率不够，挂科，甚至想要换去读其他课程，很容易被移民局提出质疑，也就很难再用这些理由作为反驳。
而学生签证这次比较明确地说到有英文要求，换句话说，以前学生用英文读不好换专业的理由，就等于不能成立了。
新西兰百伦移民留学持牌顾问朱晓羽告诉新西兰微财经说，他们将在周一再和新西兰移民局就此次新政的具体细节和模糊的地方进行确认。
