The Amendments of PRC IIT Law Seminar

2018年10月10日，美商会携手毕马威企业咨询（中国）有限公司成都分公司在成都茂业JW万豪酒店成功举办了美商会最新个税修正案讲座。本次讲座吸引了来自联邦快递成都分公司、美联航、青苗国际学校、成都凯宾斯基饭店、沃奇卫士技术、宋庆龄国际幼儿园、中美联泰大都会人寿保险等来自会员公司财务、人力资源的中高层管理人员参加。毕马威专家为来宾详细解读了最新个税修正案对各类纳税人的潜在影响，并探讨了修正案草案对企业及个人带来的挑战和相关准备工作。

On October 10th, 2018, AmCham together with KPMG Advisory (China) Limited Chengdu Branch successfully held the Amendments of PRC IIT Law Seminar at JW Marriott Hotel Chengdu. The seminar attracted HR & Finance managers/executives from member companies including FedEx Chengdu, United Airlines, BIBS, Kempinski Chengdu, WatchGuard, Soong Ching Ling International Kindergarten, and MetLife, etc. The tax experts from KPMG explained the potential impact on different types of taxpayers and discussed the challenges that the amendments may impose. 

毕马威中国的税务总监肖鑫先生围绕最新第七次个税修正案这一话题向来宾们介绍了此次税改的情况，并指出作为改革内容最多、力度最大的一次改革，该修正案草案将对工薪阶层纳税人、外籍个人纳税人、高净值人士纳税人以及境内外雇主带来不同程度影响。毕马威中国的税务合作人谭伟先生为宾客们深入解析了修正案的细节，探讨其对工薪阶层纳税人的减负力度、合规性要求雇主单位履行代扣代缴义务的信息收集，以及对外籍个人纳税人的纳税范畴的影响。

Mr. Robin Xiao, tax director of KPMG introduced the current status of the 7th amendment. He pointed out that as the most complicated and drastic reform so far, this amendment would exert different level of impact on employee taxpayers, expatriate taxpayers and domestic and foreign employers. Mr. Wayne Tan, tax partner of KPMG elaborated on the details of the amendments. He further explicated the far-reaching influence of the reform on the extent of reduction in tax burden for the working class, the relevant compliance liability, information collection and compliance requirements for employer to perform withholding IIT obligations, and impact on the expansion of the taxation scope of foreign individuals in China.

此外，毕马威税务专家们为在场嘉宾现场演示了“毕马威税务解决方案（“税服宝”）——中国个税模块”。该方案能够确保纳税人充分享受改革红利，减轻员工和企业的工作负担，特别是员工专项扣除的信息收集和申报的工作量。

In addition, experts from KPMG also demonstrated the “KPMG tax solution – China individual income tax module”. This solution enables individual taxpayers to simply compare their IIT liabilities before and after the reform based on the proposed amendments, particularly to help the itemized deduction for employees by employers.
