国土安全部新任部长：John Kelly

前几天，发了川普大帝登基之后，可能会在哪些方面影响EB-5的前景（参考阅读：川普大帝登基，EB-5究竟何去何从？）。

其中，第一条就是：川普将如何处理奥巴马政府时期移民局的EB-5行政改革提案？

前两天EB5Sir还一无所知，今天从业内专家Suzanne Lazicki的博客大概能读出个端倪。

20日，川普登基之夜，签署了第一份总统令（Presidential Memorandum）就是，发给所有新政部门长官们的题为：Regulatory Freeze Pending Review（法规冻结审查）的总统令。

这是白宫网站总统令截图，取消踢屁屁等都比这个来的次要：

虽然，该总统令并没有一定要冻结，所有新的或未落实的法规，但是，川普要求，任何新的或未落实的发箍，必须由川普新任命的部门长官，审阅并批准之后，才能继续。也就是说，移民局的EB-5改革提案，必须由新任国土安全部部长，John Kelly将军，点头同意才能最终落地。

John Kelly是否会同意呢？

想必，现在他现在正是国会乡村城市两派，以及整个EB-5行业的工作重点。

先看Grassley同学吧，1月13日，Grassley同学就会见了当时候任的John Kelly，并且在其网站上发表了如下言论：

“In addition, we talked about new proposed regulations published by the Department today that would go a long way to restoring the EB-5 immigrant visa program to the way Congress intended it to be used: to help bring much-needed jobs and capital to rural and economically distressed areas.  I expressed my strong desire that these rules be kept in place and allowed to go forward to ensure that this program fulfills its original intent.”

“此外，我们讨论了新的EB-5法规草案，这将帮助我们将EB-5计划拉回国会最初的设立意图：将急需的就业和资金，注入乡村和经济欠发达地区。我表达了强烈的意愿，推动该法规生效，以确保该计划实现其最初使命。”

再看看，Grassley好基友，Goodlatte同学对于媒体的回应：

“I am pleased that the Department of Homeland Security has proposed increasing the investment amount and curtailing gerrymandering in this immigration program,” Goodlatte said in a statement to CO. “This will help ensure that EB-5 investment funds are directed to distressed urban and rural communities that need them the most. I urge President-elect Trump to finalize these common-sense and long-overdue proposals to strengthen the integrity of this program so that it benefits the American economy.”

“我很高兴，国土安全部提议增加投资额病修订TEA认定。这将使得EB-5投资能够注入乡村和城市欠发达地区。我敦促，川普总统实现该期待已久的法规，强化该计划保持诚信，以使得美国经济受益。”

当前，IIUSA等行业协会，城市帮们也在积极行动，阻挠移民局的提案通过。同时，川普政府也一定是很恼火，奥巴马政府在最后一周火线推出的诸多新法规。

无论如何，John Kelly，这位出生于波士顿爱尔兰天主教家庭的，前海军陆战队的退役将军，将成为决定EB-5的生死命脉的关键人物。
