Deputy Minister of environmental protection Li Ganjie said at the conference, the situation of environmental air quality in our city is serious, according to the new "ambient air quality standard", 74 key city ambient air quality standard ratio of 4.1%,only Haikou, Zhoushan and Lhasa 3 city air quality; soil environmental quality of farmland continued to deteriorate, worrying.

Li Ganjie said, in 2013, the national total emissions of chemical oxygen demand, ammonia nitrogen, sulfur dioxide and nitrogen oxides are respectively 2352.7, 245.7, 2043.9 and 22273000 tons, down 2.9%, 3.1%, 3.5% and 4.7% respectively over the previous year. In general, the national environmental quality situation has improved, but the protection of the ecological environmentsituation is still grim.

On the basis of the new "ambient air quality standard" (GB 3095-2012) ofsulfur dioxide, nitrogen dioxide, respirable particulate matter (PM10), fine particles (PM2.5), to evaluate the carbon monoxide and ozone 6 pollutants, 74 new standards to monitor the implementation of the first stage city, ambient air quality standard was only 4.1%. The air quality was relatively good before the 10 city is Haikou, Zhoushan, Lhasa, Fuzhou, Huizhou, Zhuhai, Shenzhen,Xiamen, Lishui, Guiyang City, the top 10 relatively poor air quality in Xingtai,Shijiazhuang, is Handan, Tangshan, Baoding, Ji'nan, Hengshui, Langfang and Zhengzhou, xi'an.

In 2013, from the various indicators, PM2.5, PM10 and NO2, reaching the cityrespectively 4.1%, 14.9% and 39.2%; Beijing City days proportion 48%, severepollution days ratio of 16.2% and above, major pollutants as PM2.5, PM10 and nitrogen dioxide. The other 256 city implementation of the old air quality standards, compliance percentage 69.5%; acid rain distribution mainly in the area along the Yangtze River and downstream to the south, an area of about10.6% of the total land area.

The water quality of the environment is not optimistic. Surface water generallymild pollution, part of the city river pollution. The Yangtze River, Pearl River,the Yellow River, Songhua River, Huaihe, Haihe, Liaohe, rivers in Zhejiang and Fujian provinces, rivers in southwest and Northwest River ten river systems in the control section, section ratio of a three, four, five and five bad water qualityare respectively 71.7%, 19.3% and 9%. The Pearl River, rivers in southwestand northwest rivers water quality is excellent, the water quality of Yangtze River and rivers in Zhejiang and Fujian provinces, the Yellow River, Songhua River, Huaihe and Liaohe light pollution, moderate pollution of Haihe river. In the 61 lakes monitoring nutritional status (reservoir), eutrophication lake(reservoir) accounted for 27.8%, including mild, moderate eutrophic lake(reservoir) rates were 26.2%, 1.6%; in 4778 groundwater monitoring points,monitoring points, poor and very poor water quality ratio of 59.6%.

The national sea water quality overall downward trend. The four sea areas,water quality of the Yellow Sea and the South China Sea is good, the water quality of Bohai coastal waters, coastal sea water quality is poor; 9 importantbays, Liaodong Bay, Bohai Bay and Jiaozhou bay water quality is poor, the Yangtze River Estuary, Hangzhou Bay, Minjiang port and the water quality of the Pearl River Estuary.

The National Forest and grassland resources remain stable, with goodecological environment quality and the general, about 67.2% of the total land area. Land environmental situation is still grim, farmland soil environmentquality, the regional degradation problems are more serious. The year net decrease of arable land area of 80200 hectares of existing soil erosion; a total area of 295000000 hectares, accounting for 30.7% of the land area.
